This can occur when too much solvent remains in the layer of paint. To avoid this, first apply a thicker layer of Primer-Surfacer, sand down, and then apply a very thin layer of paint from further away (around 30cm) to allow solvents to evaporate. Then keep applying thin layers in a similar way to build up the layer.
